Best practice is for teams to have quarterly goals. This reinforces agility and instills a sense of urgency. There can be exceptions, of course, for certain teams or departments where there is a 6 month or an annual cadence. This depends on the nature of the goals.
First, encourage your team to think in terms of the quarter and what will be worked on and can be accomplished within that time. Often times, you can calibrate the scope down.
